Return of the Wheelbot?

Today when I saw the new EPF message, there was something peculiar. The message said something with a "Tire" and a "kind of evil barrow". Here is the message:

Hello Everyone! I have a Theory -I think

Hebert and Protobot may have Helpers!

Something with a tire...

Maybe some kind of Evil Wheel

barrow?

The description matches an old enemy in the Club Penguin Elite Penguin Force game on DS called the Wheelbot. Does this mean the return of the Wheelbot?
